Abstract:
The goal of the research is to create a set of recommendations of implementing
the policy of applying intellectual potential of the graduates of foreign universities in

Kazakhstan.To achieve the goal of the research, the following tasks have been
identified and should be completed:
To study the theoretical aspects of educational migration, brain drain, brain
gain, brain waste, the theory of human capital, research methodology;
To analyze the regulatory and legal documents of the Republic of
Kazakhstan concerning education and science, state migration policy;
To reveal the readiness and engagement of graduates of foreign universities
in development of social, cultural and economic spheres of Kazakhstan.
