The study is aimed at developing scientifically based proposals for the modernization of the system for considering citizens' appeals in the Republic of Kazakhstan based on a comparative analysis of the international experience of digital public administration. The purpose of the study is to determine organizational, legal and technological mechanisms that can increase the efficiency of processing appeals, transparency of procedures and the level of citizens' confidence in state institutions in the context of digital transformation.&#13;
&#13;
The analysis found that successful models are based on the principle of «only once» unified digital identification, interagency data exchange, process standardization and the use of intelligent solutions. For Kazakhstan, measures have been proposed to further debureaucratize the system including the introduction of a single mobile identifier, the development of a secure data exchange platform, the transition to proactive services for life scenarios, the integration of AI tools and increased transparency of access to personal data through the citizen's personal account. The implementation of these steps requires an update of the digital government strategy with clear KPIs and an architecture of intersystem compatibility.

This article explores the impact of digital transformations in the Parliament of the Republic of Kazakhstan on optimizing the management of civil appeals through the e-Otinish platform. This unified digital platform serves all Kazakhstani citizens, addressing a wide range of issues such as housing and utilities, urban development, illegal construction, entrepreneurship, and rights protection. The system is designed to enhance transparency, efficiency, and responsiveness in government operations. The authors analyze the digital transformation processes within the Parliament of Kazakhstan, focusing specifically on optimizing the management of civil appeals. A comprehensive methodological approach is utilized, which includes the analysis of regulatory documents, case studies of successful digital technology implementations, surveys, interviews with key stakeholders, and a comparative analysis of international practices. Special attention is given to the statistical analysis of appeal volumes and citizen satisfaction levels over time. The study identifies key challenges and shortcomings of traditional appeal management methods while highlighting the positive effects of digitalization on improving interactions between citizens and government institutions. The findings underline the necessity of further development of digital tools to enhance transparency, parliamentary efficiency, and citizen engagement in governance processes.

This study analyses the communicative competencies of civil servants in Kazakhstan, highlighting the crucial role of effective communication in fostering public trust and enhancing democratic engagement. Utilizing qualitative focus group discussions with 32 experts, the research identified key deficiencies, including reliance on bureaucratic language, a lack of empathy, and inadequate crisis communication skills. These issues underscore the pressing need for communication strategies tailored to the Kazakhstani context. The study points to the necessity of developing Kazakhstan-specific communication frameworks and emphasizes the importance of improving training programs and promoting emotional intelligence among civil servants. By enhancing internal communication processes and clarifying responsibilities, government employees can better serve the public, fostering a more transparent, responsive, and participatory government. This research offers a valuable foundation for future initiatives aimed at refining the communicative competencies of civil servants in Kazakhstan, suggesting pathways for implementing targeted improvements and developing more effective communication practices within the public sector. Through these efforts, the study aims to contribute to the creation of a government that not only addresses public needs more efficiently but also actively engages citizens in the democratic process, ultimately strengthening the relationship between the state and its people.

В статье авторами проведён анализ содержания Этического кодекса государственных служащих Казахстана. На основе изучения международного опыта по регулированию этических норм и стандартов в среде официальных лиц и государственных служащих предложены рекомендации по решению вопросов повышения эффективности соблюдения Этического кодекса в государственных органах Республики Казахстан. Предлагаемые меры касаются содержательной составляющей нормативного акта для развития организационной структуры, которая могла бы обеспечить его соблюдение. &#13;

Важность исследования данного вопроса обусловлена определяющим значением соблюдения этических норм в государственном аппарате для формирования высоконравственной организационной культуры в среде государственных служащих и обеспечения результативности реформ системы государственного управления.
