The Institution of the Commissioner for Human Rights (Ombudsman) provides non-judicial protection of citizens, acting as one of the key mechanisms for responding to unlawful actions or inaction by government agencies. The purpose of this article is to compare the practice of the ombudsmen of Kazakhstan, Sweden and Georgia and to identify foreign experience for the development of the national model of this institution. To achieve this goal, comparative legal analysis, analysis of regulations, official reports of ombudsmen and statistics of citizens' appeals were used. The results of the study showed that despite the similarity of the basic functions, the actual influence of the ombudsmen varies significantly and is determined by the scope of the mandate, the instruments of influence, the level of parliamentary participation and the degree of publicity of the activities. Based on the results of the analysis, a number of recommendations were formulated to strengthen the role of the Commissioner for Human Rights in Kazakhstan, including the development of parliamentary control over the implementation of recommendations, the use of publicity potential and the exercise of powers to appeal to the Constitutional Court, which makes it possible to increase the effectiveness of human rights activities.

The current measure of inflation in Kazakhstan presents several problems. This paper first illustrates the method and&#13;
procedure currently followed and then proposes a new methodology to address the problems highlighted and calculate inflation at&#13;
regional level. To this end, the weights of the different components of goods and services are calculated using cluster analysis. The&#13;
results indicate that the regional weights for calculating inflation in Kazakhstan should be different from those currently used for&#13;
the different products and services. The measurement of inflation can therefore be improved by adopting a different methodology&#13;
for calculating its regional weights and by complying with international recommendations in terms of sampling design.

The digital transformation of public services has become a cornerstone of public&#13;
administration reform globally, aiming to enhance efficiency, transparency, and citizen satisfaction.&#13;
Using a mixed methods design this article explores the impact of digital innovations in Kazakhstan’s&#13;
public service sector on citizens’ trust in government and their perceptions of service quality. The&#13;
analysis draws on empirical data from sociological surveys conducted between 2016 and 2024 by&#13;
Kazakhstan’s Agency for Civil Service Affairs, as well as a historical overview of the country’s&#13;
digitalization efforts from 2003 to 2024. The findings demonstrate that the introduction of egovernment initiatives in Kazakhstan has significantly improved service accessibility and citizen&#13;
satisfaction, with over 80% of users reporting positive experiences by 2024. However, the effects on&#13;
public trust remain nuanced. While digital services and reduced bureaucratic burdens have the&#13;
potential to foster greater trust in government institutions, ongoing challenges-such as digital&#13;
inequality, limited digital literacy, and concerns over data security-continue to constrain the full&#13;
benefits of digitalization. Comparative international experience underscores that a citizen-centric&#13;
approach is vital to translating service satisfaction into broader institutional trust. When consistently&#13;
implemented through the expansion of electronic and proactive services, infrastructure development,&#13;
and the refinement of legal frameworks-such an approach can foster public trust even amid&#13;
infrastructure limitations, unequal access, and the so-called «paradox of digital expectations».
